Project Details
The purpose of the I-17 Flex Lane project is to mitigate peak time congestion issues along a 23-mile segment of the I-17 corridor between Metropolitan Phoenix and northern Arizona. The project will increase mainline roadway capacity, improve safety, and to reduce the potential for significant delays. Being delivered as a design-build-operate-maintain (DBOM), Public-Private Partnership (P3) project with a cost of over $500 million, the improvements consist of the following:
- Widening the roadway to achieve three general purpose lanes in each direction.
- Adding two “Flex Lanes” that will carry either northbound or southbound traffic, depending on directional demand.
- Modifications to existing bridges, drainage structures, and ramps to accommodate widening.
- Multiple utility relocations throughout.
- Intelligent Transportation System (ITS) technology for central monitoring and lane management.

QT is serving as the Construction Quality Control (QC) firm for the entire project. With a mobile project laboratory on site, QT performs all field and laboratory materials testing, utilizes QWIC to manage test results and daily observation documentation, and interacts regularly with the project Developer’s Quality Management team and with ADOT’s oversight and acceptance personnel.
