QT was an integral member of the General Engineering Consultant (GEC) team that was selected by ADOT to assist with the overall effort of delivering the 22-mile-long, nearly $2 billion, South Mountain Freeway which connects the I-10 (Papago Freeway) on the west end to the I-10 (Maricopa Freeway) on the east end. This Private-Public-Partnership (P3) project utilized the Independent Quality Firm (IQF) model for product acceptance, meaning that together, the design-build Developer, in conjunction with an Independent Quality Firm (IQF) and ADOT, determines the acceptability of the constructed work together. In this acceptance model, the ADOT owner verification effort included observing and evaluating the inspection and testing activities of the IQF forces, and either validating the acceptance decision, or determining the areas of non-compliance that need to be rectified.
Role/Scope
Filling several key Quality Assurance management roles, QT was collectively responsible for reviewing and approving the Developer’s Construction Quality Management Plan (CQMP), and also for developing the Owner Verification Testing and Inspection Plan (OVTIP) Manual that would be followed by the ADOT/GEC owner verification entity. Throughout the entire 4-year construction phase, QT was also responsible for statistically validating IQF test data and for supplementing ADOT staff with full-time inspection and testing resources.
